Sweden's Reckoning: How a Progressive Pioneer Became Europe's Juvenile Crime Capital

For the Kristersson government's core voters — middle-class suburban Swedes who have watched hand grenades appear in their neighbourhoods — the message is clear: we are taking this seriously and we are doing something. For the Sweden Democrats, whose electoral base is concentrated in exactly those suburban areas most affected by gang violence, the policy represents validation of their long-argued position that the mainstream centre-right was too permissive. For a generation of Swedish police officers who have spent years arguing that their hands were tied by age-of-responsibility laws, it represents relief.
For the 14-year-old boy in Malmö, the policy is less clear in its meaning. He will, under either the current or the proposed law, face serious criminal consequences for his actions. The question is whether those consequences include the education, mental health support, and family intervention that criminologists say reduces reoffending — or whether they include the more austere environment that the government's language about "consequences" and "accountability" tends to imply. The legislation as currently drafted does not resolve this ambiguity. It says the age will be lowered. It does not say what will happen inside the facility.
